PROBLEM TO BE SOLVED: To prevent generation of hammering noise due to collision of a vane by providing buffer members having lip parts which are abutted on the vane and form sealing space within at least one of chambers for advancing and lagging angles on a peripheral direction end face of a rotating and transmitting member projecting part. SOLUTION: On peripheral direction end faces opposed each other of a pair of projecting parts 36 of a housing 19 sectioning a pressure chamber in the peripheral direction, each of synthetic resin buffer members 50 provided with oil resistance and heat resistance is mounted. On the other side surfaces opposed each other of the buffer members 50, each of lip parts 51 which can be abutted on the vane 18 fluid-tightly and sections and forms a sealing chamber 52 interrupted from an oil path 29 and an oil path 28 in the radial direction within a chamber for advancing angle 30 and a chamber for lagging angle 31 when the lip parts 51 are abutted on the vane 18. By this structure, impact when the vane 18 and the lip parts 51 are abutted is absorbed by elastic deformation of the lip parts 51 and a damping action by the sealing chamber 52 by abutting one vane 18 on the lip parts 51 of the buffer members 50 at the time of rapid and relative rotation of a housing 19 and a rotor 17.
