PROBLEM TO BE SOLVED: To suppress a pressure peak generated within an intake pipe of an internal combustion engine by controlling a throttle valve to a maximum value corresponding to a full open location or an almost full open location at least either one time of starting time and stopping time of the internal combustion engine. SOLUTION: A battery switch supplying power and an ignition switch 20 turning on a starting motor are connected with an input circuit 12 of a control unit 10 by an input line 22 and switch signals corresponding to the locations of the switches are transmitted. A measuring device 24 is connected with the input circuit 12 by an input line 26 and the input circuit 12 is connected with each measuring device 34, 38 by each input line 28, 32. Each measuring device 34, 38 measures a throttle valve angle, an accelerator pedal location and an engine temperature, for instance. Further, an output circuit 16 is connected with an electrically operating type throttle valve 42 by an output line 40. When an internal combustion engine is started and stopped, the throttle valve 42 is controlled so as to be opened up to a full open so that generated peak pressure may not destroy an intake pipe.
