PROBLEM TO BE SOLVED: To generate a back flow by forcibly opening a derricking type flap gate, and to remove a foreign matter by introducing the foreign matter into an internal waterway on the upstream side by utilizing the force of the back flow when the foreign matter is pinched by the derricking type flap gate. SOLUTION: A gate totally-closing detecting equipment 5 detecting the gate totally-closed state of the derricking type flap gate 1 is installed, an external water-level detecting equipment 6 detecting the specified high water level of an external waterway 4 on the downstream side of the derricking type flap gate 1 is mounted, and an opening device 8 forcibly opening the derricking type flat gate 1 is set up. A foreign-matter detecting controller 7 detecting a foreign matter (a) pinched between the top side of the derricking type flap gate 1 and the ceiling side of the outlet of an internal waterway 3 on the upstream side on the basis of information from the gate totally-closing detecting equipment 5 and the external water-level detecting equipment 6 and operating the opening device 8 on the basis of the information is fitted.
