PROBLEM TO BE SOLVED: To obtain a gel-like surfactant composition without using a polymeric gelling agent by compounding, in a specified ratio, a carboxyanion surfactant with a surfactant obtained by reacting an imidazoline compound with monochloroacetic acid or its salt. SOLUTION: This composition contains (A) a surfactant obtained by reacting an imidazoline compound represented by the formula with monochloroacetic acid or its salt represented by the formula: CH2Cl-COOM in the presence of an alkali metal hydroxide and removing an alkali metal chloride from the reaction mixture containing the reaction product; and (B) a carboxyanion surfactant which does not substantially contain an alkali metal chloride in a wt. ratio of A/B of (5/95)-(70/30), the total concentration of ingredients A and B being in the range of 25-50 wt.%. In the formulas, R is 9-19C alkyl or alkenyl; and M is H, an alkali metal, an ammonium group or a cationic residue of a lower aliphatic cationic compound.
