PROBLEM TO BE SOLVED: To prevent bubbles from occurring in a constant quantity cylinder to prevent filling capacity from dropping by providing a valve open/close means which mechanically opens/closes a chuck valve so that the chuck valve is opened at the time of a flow-in stroke of a piston of the constant quantity cylinder and the chuck valve is closed at the time of a flow-out stroke of the piston. SOLUTION: At the time of filling, a piston rod 67 of a second fluid pressure cylinder 68 is activated with small strokes to raise/lower a poppet valve 72 to have an upper chuck valve 61 opened/closed. When a piston 62 is moved to the left with the upper chuck valve 61 kept open, liquid to be filled flows into a constant quantity cylinder 13 through an inlet 51 from a liquid tank 14. Then when a piston 42 is moved to the right with the valve 61 closed, the valve 61 prevents the liquid from passing upward, so that the liquid to be filled in the cylinder 13 is fed through an outlet 52 into a filling nozzle 12. The fed liquid flows down in a nozzle body 21 with a lower chuck valve 23 forced to open, and is discharged from a discharge port 31.
