PURPOSE: A steering device of a vehicle is provided to disperse kinetic energy in case of a collision by absorbing shock generated in the perpendicular direction of a steering shaft with an upper combining member for protecting passengers. CONSTITUTION: A steering shaft(20) with a steering wheel is inserted into an upper combining member(100) and a lower combining member and the upper combining member is fixed to a vehicle body with a capsule fixing bolt(60). The upper combining member contains a large cylindrical portion(110) welded in the lower portion with the steering shaft; a small cylindrical portion(120) extended with the large cylindrical portion and a flange portion(130) extended with the small cylindrical portion and stuck to the bottom of the vehicle body with the capsule fixing bolt. When shock is applied to the steering shaft in a perpendicular direction, the small cylindrical portion of the upper combining member is deformed to absorb shock.
