PURPOSE: A DS1/DS1E-ATM cell bus access unit having an operation and maintenance function is provided to efficiently connect DS1/DS1E dedicated lines, wherein DS1/DS1E signals are inputted and outputted, and an FLC-C(Fiber Loop Carrier-Curb) system which uses an ATM-based communication method. CONSTITUTION: Three line interface units(310) execute various operations, such as a loopback operation, a received data jitter attenuation operation, an E1/T1 signal selection operation, etc. Three ATM cell processing unit(320) execute a mode selection operation, a line loopback operation, a cell loopback operation, an AIS generation operation, and an ATM cell generation/disassembling operation. A multiplexing/demultiplexing unit(330) multiplexes ATM cells outputted from the ATM cell processing unit(320) and demultiplexes cells transmitted from a cell bus access unit(340). An OAM processing unit(335) generates an OAM cell and inserts it into a transmitting digital signal. The cell bus access unit(340) executes an access operation with an ATM cell bus. An IPC access unit(361) executes IPC communication with other processors. A serial channel unit(366) carries out an operation about the debugging and reporting of a DS1/DS1E-ATM cell bus access unit(214). A ROM(363) stores initialization data for the operations of the DS1/DS1E-ATM cell bus access unit. A local RAM(364) records and stores initialization information and various connection information with the ROM(363). A clock generator(365) provides necessary clocks to the DS1/DS1E-ATM cell bus access unit(214). A power supplier(370) supplies power to the DS1/DS1E-ATM cell bus access unit(214). When an ATM cell processing unit(320) has a cell to transmit, an FPGA unit(380) detects it and transmits the cell if the cell bus access unit(340) is ready to receive it.
