PURPOSE: A summing circuit for compensating a P-picture and a B-picture in a motion compensator is provided to restore a P-picture and a B-picture by performing a compensation suitable for a forward, a reverse and a two-way interframe coding system according to a prediction coding type of each macro block. CONSTITUTION: An add-up unit(650) is composed of a buffer(651), a mean value calculation unit(652), a multiplexer(653), a first-in first-out buffer(654) and a DPCM restoration unit(655). The mean value calculation unit(652) is composed of an adder(652-1) and a division device(652-2). The buffer(651) receives pixel data of a macro block in an I/P picture restored. The mean value calculation unit(652) calculates a mean value of the pixel data and pixel data outputted from the buffer(651). The multiplexer(653) selects and outputs one among output pixel data. The first-in first-out buffer(654) receives the output pixel data of the multiplexer(653). The DPCM restoration unit(655) receives the pixel data provided from the first-in first-out buffer(654).
