PURPOSE: A circuit for improving an image quality using a histogram equalization applied to a noise and a method thereof are provided to improve image quality by adaptively performing a histogram equalization according to the volume of noise included in an input image. CONSTITUTION: A delay device(100) delays an input image during the designated number of a screen. A histogram equalization device(200) calculates a gray distribution of the input image, and finds a cumulative distribution function on the basis of the gray distribution. A noise detector(300) detects whether an input sample is an abnormal result from an impulse noise, and generates a noise detection signal. A noise adaptation selection signal generator(400) counts the number of input sample during one screen according to the noise detection signal detected from the noise detector(300). A selector(500) selects an output of the delay device(100).
