PURPOSE: An ATM switching network is provided to carry out an efficient switching for ATM cells with a simple hardware configuration, without generating a blocking state. CONSTITUTION: An ATM switching network is comprised of a header conversion processing switching element(30) and a self-routing switching element(31). The header conversion processing switching element(30) independently having a table, finds out output port information and an internal tag corresponding the VPI/VCI values of an input cell in the table, switches the input cell, and outputs the cell through an output port corresponding to output port information after attaching the internal tag. The self-routing switching element(31) confirms the internal tag of the cell supplied from the header conversion processing switching element(30), carrying out switching for the input cell and outputs the cell through an output port corresponding to the output port information of the internal tag.
