PURPOSE: A crop cutter for treating cobble and a guidance system are provided to cut down installation costs and compact equipment by cutting a crop and treating cobble with improving structure of a crop shear. CONSTITUTION: A cutting and guiding device is composed of a frame fixing bracket(11), a guide(12) and a hydraulic cylinder(13), and improved to guide rolled steel in cutting a crop and treating a cobble. The rolled steel is moved into the crop cutting position by a guidance apparatus in rolling, and the crop is cut. The hydraulic cylinder moves the guidance apparatus for the cobble treatment, and treats the cobble by passing the rolled steel at rolling failure. The cutting and guiding apparatus cuts down the installation cost without installing an additional cutter for cobble treatment, and reduces the maintenance time without piping and wiring for the cutter.
