PROBLEM TO BE SOLVED: To protect a terminal against unauthorized use in an operation mode by switching the operation mode to a safe mode for inhibiting the transmission of user information of at least one type and permitting the transmission of terminal information of at least one type, when user information is not transmitted and validating the release of the safe mode by inputting a prescribed code. SOLUTION: A management means 4 includes a protection means 7 for protecting a GSM-type radio communication terminal 1 from unauthorized use in order to disable an unauthorized person from using the terminal 1. The means 7 prevents the terminal 1 from unauthorized use, while maintaining the functional operation of the terminal 1. A switching means 8 and a release means 8 included in the means 7 are connected to a screen 2 and an operation system 5, and the means 8 automatically switches the terminal 1 to the safe mode for inhibiting the transmission of user information of at least one type and permitting the transmission of terminal information of at least one type.
