PROBLEM TO BE SOLVED: To enable communication with stabilized communication quality by grasping the communication quality in radio communication. SOLUTION: Data transmitted from a transmission node 1 are received by a reception node 1 and a bit error rate is measured by an error-correcting decoder 23. Based on the measured bit error rate, a host 11 recognizes the communication quality. Based on the recognized communication quality, the host 11 controls the transmission power of a transmission amplifier 17 or controls the modulating system of a modulator 14.
