PROBLEM TO BE SOLVED: To ensure superior protective performance while reducing the cost and effecting downsizing, by a method wherein electronic parts in a lightning surge protection circuit containing a photo-coupler are fitted on a lead frame, and a lead frame part excluding a lead frame end part and the electronic parts are integrally coated with an insulation resin part. SOLUTION: In a lightning surge protection circuit 1A, two photo-couplers 11 on the input side and the output side and two chip resistors 13 are fitted on a lead frame 2, and a slanted region is coated with an insulation resin part 15. Five lead frame parts 2a projecting from the insulation resin part 15 are terminals. The lightning surge protection circuit 1A is separately constituted from a printed wiring substrate forming a circuit having an operating function of an electronic device, and is independent as a device provided with the lightning surge protection circuit. Thus, it is possible to readily make resin molding works in order to enhance dielectric strength.
