PROBLEM TO BE SOLVED: To make avoidable an image quality defect caused by an ionic conductive medium and the electrification by friction by arranging a controlling member capable of checking the ionic conductive medium stuck to the surface of a member to be electrified in contact with the member to be electrified. SOLUTION: This image forming device is provided with the controlling member 14 arranged for preventing liquid such as water or the like from flowing out on the downstream side by damming the liquid such as the water flowing out from a pad for charging, on the downstream side in the rotary direction of a photoreceptor drum 1. Then, the device is composed so that the controlling member 14 is provided with hydrophilic property. The image quality defect caused by a fact that a number of ionic conductive media are allowed to pass through the controlling member 14 can be prevented by holding the controlling member 14 in contact with the drum 1 with the specific contact force. Moreover, the image defect in the vertical strips shape can be prevented by imparting hydrophilic nature to the controlling member 14, making a little quantity of water to be a lubricant, easily enter between the controlling member and the photoreceptor, and preventing the uneven electrification by friction along the lengthwise direction of the controlling member 14.
