PROBLEM TO BE SOLVED: To form an inexpensive high-precision fluorescent layer of a high- brightness plasma display device. SOLUTION: Fluorescent ink including fluorescent particles, a resin and a solvent is passed through a dispersion nozzle 3 having a minimum constriction diameterϕof not more than 1 mm at the current velocity of more 1 m/s in a liquid phase for dispersion. Thereby, the ink suppressing damage to a fluorescent material and having an excellent dispersion state is continuously sprayed from a fine nozzle to the fluorescent layer of a plasma display panel. Thus, a fluorescent screen more excellent than conventional one can be formed, and the inexpensive, high-precision and high-brightness plasma display panel can be obtained.
