PROBLEM TO BE SOLVED: To perform efficient access to a main memory in packing processing and external code encoding processing. SOLUTION: Data inputted with a variable packet are divided into a shorter part and a longer part (overflow part) than a fixed frame length, and stored in first and second regions of a memory 232 respectively. Data of the first region of the memory 232 are read out and supplied to a circuit 233 of a pack (2), data read out from the second region of the memory 232 are packed in a part short of the fixed frame length so that data read out from the second region of the memory 232 have the fixed frame length. The packed data are stored in a memory 235, and external code parity is added to it by an external code encoder 236. Data to which the external code parity is added are stored in the prescribed region of the memory 232. The stored data are read out for an inner code ENC.
