PROBLEM TO BE SOLVED: To eliminate excess band width and processing time in designating the route of a call by transmitting new state update information only when a state information, which is transmitted last, changes to a degree that it exceeds a threshold. SOLUTION: For deciding whether the update of a state is necessary to be reported to a network call route designation system or not, a processor 204 fetches the value of a final state from a threshold list where respective thresholds correspond to different splits, and compares the final state value with a present state value. It is decided whether the difference exceeds the threshold or not. When the difference does not reach the threshold, the change of the state is not informed to the network call route designation system at that time. When the difference reaches the threshold, the processor 204 sends a state update message reporting the change of the state to the network call route designation system and updates one corresponding state in one split in a call center from which the message fetched out.
