PROBLEM TO BE SOLVED: To suppress CO and NOx in an exhaust gas by a real-time calculation of a setting value of a gas temperature at the exit of a refuse incinerator on the basis of a measurement signal in the refuse incinerator and a gas temperature distribution model in the refuse incinerator, in combusting refuse in the refuse incinerator. SOLUTION: Refuse is fed to a refuse incinerator 10 from a refuse feeding port 11 by means of a refuse feeding equipment 12. When primary air is supplied to a wind box 14 through a primary air supply tube 13, refuse is gasified and combusted at a fluidized bed 15 and the resultant uncombusted gas is completely combusted in a freeboard 16. At this occasion, a setting value of a gas temperature at an incinerator exit is calculated on the basis of a measurement signal in the refuse incinerator 10 and a gas temperature distribution model in the incinerator, so that a gas temperature measured by a thermometer 24 and a gas retention time in the incinerator can be maintained within a given range. Subsequently, combustion conditions of the refuse incinerator 10 are controlled so that the exit gas temperature nears the setting value of the exit gas temperature. Thus, stable combustion of the refuse in the refuse incinerator 10 can be achieved.
