PROBLEM TO BE SOLVED: To connect discharge tubes between pair lines and the ground at branch points of a LAN circuit so as to avoid the direct crossing of circuits, and furthermore, obtain sufficient frequency characteristic in the frequency range of approximately 0-100 MHz. SOLUTION: A board is formed in a three-layer structure. A plurality of pairs of signal conductors 3, with which respective electrodes corresponding to signal input terminals 1 and signal output terminals 2 are connected to each other, are formed on the upper layer and the lower layer of the board with a dielectric material of the board interposed therebetween. A ground conductor 4, to which discharge tubes are connected so as to cross the signal conductors 3, is formed on the middle layer of the board. Mutual inductances are produced between the signal conductors 3, and small capacitance capacitors are connected between the conductors of different pairs of the signal conductors.
