PROBLEM TO BE SOLVED: To obtain a system capable of reducing the time needed for retrieval and instantaneously deciding the existence of the time code(TC) designated time by attaching specific management information to a series of TC cuts and recording it in an area that is different from the area for a video or audio signal of a memory circuit or a recording medium. SOLUTION: This recording and reproducing device 1 comprises a controller interface circuit 2, a CPU circuit 3, a memory circuit 4, a disk interface circuit 5, a hard disk 6, etc. And, in this management system, a management number is attached to TC cut information including the TC cut and absolute address of respective breakpoints and additional information in the order of being recorded when a cut starts and ends. Then, a management number including the leading number and end number of the management number and the management number information of a TC cut in the middle of being currently recorded or reproduced is attached to a series of TC cuts and is managed by recording it on an area that is different from the area for a video or audio signal of the memory circuit 4 and a recording medium.
