PROBLEM TO BE SOLVED: To provide a generation speed regulation device for performing constant-speed control at a different speed as in a metronome and the metronome using the device. SOLUTION: The mechanical energy of such energization means as a spring is transmitted to a generation speed regulator 20, its rotor is rotated for generation, and a damping control circuit 40 is operated by the generated power. In the damping control circuit 40, for example, an arbitrary target speed command voltage Vv being outputted from the slider of a variable resistor 41 is compared with the triangular pulse of a triangular pulse generation circuit 42 by a comparator 43 for forming a brake control signal BS, the signal BS is supplied to a brake circuit 23 for controlling the short-circuiting current of a stator coil 22b of the generation regulator 20 for generating damping force, thus fully exhibiting a speed regulation function according to the target speed command voltage Vv. In addition, a target speed pulse signal with a different frequency is generated and is compared with the rotation detection pulse signal of a rotor 21 to generate the brake control signal BS with a duty ratio corresponding to the difference in the number of pulses.
