PROBLEM TO BE SOLVED: To realize supply of cool at various locations and filtering of supply air by a method wherein a snow ice storage type heat-exchanger forms a portable temporary device. SOLUTION: This device forms assembly constitution through division constitution at each function part of a system. Instead of a heat-exchanger snow ice storage tank body, each part of an upper air suction part, the snow ice storage tank 3 of a heat-exchanger body, a lower air passage 4 containing a receiving floor panel strip 15 for storage snow ice, and a fusion water storage tank 5 is brought into a unit and forms a subdivision finished product. A blower is connected to an air outlet 12, and by the passage of air, sucked through an air inlet 11 through suction operation, through a ventilation hole 22 formed in storage snow ice 21, the air is cooled and brought into cool air which flows to the blower through the air outlet 12.
