PURPOSE: A method of driving a three-electrodes surface discharge plasma display panel and an apparatus thereof are respectively provided to improve the luminance and a brightness of a plasma display panel by controlling a sustain voltage for a subfield. CONSTITUTION: The device includes a sustain pulse generating part(110) for generating a sustain pulse. A sustain driving part(120,130) provides the sustain pulse to the three-electrodes surface discharge plasma display panel. A subfield determining part(140) determines the first through eighth subfield. A sustain voltage controlling part(150) controls a voltage of the sustain pulse generated from the sustain pulse generating part(110) according to each subfield based on the determination result of the subfield determining part(140). A timing controlling part(160) controls an outputting timing of the sustain pulse from the sustain pulse generating part(110).
