PROBLEM TO BE SOLVED: To manage the state of a system without necessity for a manager to visit the site by artificially enabling the switching operation of a line switching device even from a distant place. SOLUTION: For a system applying such a system with ISDN as backup line, this system is provided with backup object terminal equipment 4 for performing communication through a leased line 7 at ordinary time and performing communication through a backup line 9 at emergency time, remote managing device 5 for managing a line switching device 16, a line monitoring means 16b for monitoring the leased line, a switching connecting means 16e for connecting the backup object terminal equipment while switching it to the leased line or backup line, and a control means 16d for transmitting fault notice information to the remote managing device 5, when the line monitoring means 16b detects fault on the leased line 7 and performing the switching control of the switching connecting means 16e, when switching instruction information is received from this remote managing device 5.
