PROBLEM TO BE SOLVED: To continuously maintain a level of visibility and operability by automatically adjusting luminance even to arrangement overlapping graphics, etc. SOLUTION: An operator confirms whether or not luminance adjusting indication is given by operation of an operation panel 7 to an optical graphic set in a foreground plane of inputted display data. In a luminance adjusting object, luminance is adjusted on the basis of a comparison of luminance of the graphic of the foreground plane overlapping in the positional relationship with a graphic, luminance set in a background plane and an intermediate value of the luminance. Display data of a luminance adjusted graphic is outputted to the video signal generating part 13 to be converted into a video signal to be displayed on an image screen of the CRT display part 14 as a graphic after adjusting the luminance.
