PROBLEM TO BE SOLVED: To provide efficient service by controlling the resource allocation to overlapped beams while depending on the resource level demand of the given region. SOLUTION: Beams 70 to 74 of a first pair overlapped beams 80 to 84 of a second pair are beams from a first satellite and the beams of the second pair are beams from a second satellite. In this case, a region covered by the beam 74 is covered by the beams 81 to 84 as well. Thus, a channel related to the beam 74 can be reallocated to the beam 70. As a result, while at least one channel is still left within each sea region, two channels are given to the beam 70. In this case, a resource allocation plan is generated, and when the plan is executed, the resources allocation to the overlapped beams is controlled being dependent on the resource level demand of the given region. |
