PROBLEM TO BE SOLVED: To provide a plane bending fatigue-testing device for obtaining the identical fatigue testing conditions between plane bending rocking to one surface side and that to the other surface side with respect to a test piece, for reducing the influence of vibration, and for accurately performing a plane bending fatigue test even if a metal plate new material is used as the test piece. SOLUTION: The plane bending fatigue-testing device 1 is provided with a base part 2, a fixed side restriction stand 3 that is held at the base part 2 restricts one end 91a of a plane bending fatigue test piece 9A, a rocking member 4 with rocking shafts 4a and 4c that are held by the base part 2 so that they can be rocked freely, rocking arms 4b and 4d that are fixed to the rocking shafts 4a and 4c, and a rocking side restriction stand 4e that is fixed to the rocking arms 4b and 4d and restricts the other end 92a of the test piece 9A, and a rocking drive means 5 for rocking the rocking shaft 4a.
