The peak to mean transmission signal reduction method has an assembly of complex information and uses matrix multiplication which may be inverted. A table of critical information vectors above a set level is found, and established. Where the vector information is not above the level, the vector is transformed by a predetermined Fourier matrix. Where the peak/ mean level is exceeded, then a modified Fourier matrix is used for transformation prior to transmission.
