PROBLEM TO BE SOLVED: To exactly discriminate whether a mark is registered one or not even in the case of patchy mark by independently performing the matching of foreground and background parts between a registered mark and a position detected mark image candidate and collating the information of mark image candidate data and registered mark. SOLUTION: Before inputting an image signal from an input means 11, the information of a register seal to be detected is preserved in a second preserving means 14. When the image is completely read, a position detecting means 15 detects the position information of a seal image from images preserved in a first preserving means 13. Next, the position detecting means 15 outputs a position having possibility for the seal to exist and its angle to a collating means 16 as detection arrangement information. In the case of collating the seal image candidate data detected by the position detecting means 15 with the information of the register seal preserved in the second preserving means 14, the collating means 16 independently performs the matching of the foreground part and the matching of the background part between the register seal and the seal image candidate. |
