PROBLEM TO BE SOLVED: To normally make communication between a center terminal and a terminal device even when a disconnecting processing time for every divided- block transmission and reception by a call setting message becomes long. SOLUTION: When a message received from the terminal device 4 has been stored by a predetermined number of characters, transmission to the center terminal 1 is started and while the message reception from the terminal device 4 is carried on, divided blocks are transmitted to the center terminal 1 by inter- user information notification service. Consequently, the capacity of the storage buffer for the received message from the center terminal 1 can be reduced and the network control unit 3 starts sending the message received from the terminal device 1 before completing the reception when sending the message to the center terminal 1, so that the delay of the message transmission from the terminal device 4 to the center terminal due to a disconnecting processing can be reduced.
