PROBLEM TO BE SOLVED: To enable sound and image information to be finely transmitted within fixed information by deciding kinds from the sound information and image information and deciding the rate of compression of the sound and the image information. SOLUTION: Featured values extracted at an acoustic processing part 102 are given to a sound kind decision part 103 and it is decided as to what sound the sound information inputted from an information input device 100 is like, and according to its decision result, the rate of compression of the sound information is estimated. In an image kind decision part 105, it is decided what kind of image the inputted image information is like, if it was tracking specific object or the like by using the featured values extracted at an image processing part 104, and according to the result, the rate of compression of the image information is decided. Then, the rate of compression of the sound/image information is added to an estimated value, the rate of sound/image compression is decided at a sound/image compression rate decision part 106 by using an amount of synchronous information of a feature of the extracted sound and an image feature, and compression finish of the information is performed. Furthermore, the compressed sound information and image information are transmitted to a communication network 108 through a communication control part 107. |
