PROBLEM TO BE SOLVED: To reduce an operator's eye movement and fatigue, to execute highly accurate recognition and to attain sure and stable image collation/verification by fixedly displaying a ruler or an image cursor on a display screen at the time of scrolling operation on an image display device and then scrolling image data. SOLUTION: The image data display device is constituted of an image data display processing part 20 capable of displaying an optional area of a buffer storing image data by defining a rectangular window area by a display area pointer and changing the pointer and a cursor display processing part 30 for specifying the display position of a cursor by a cursor pointer and previously setting a moving distance by a management table. When scrolling operation is designated by a keyboard 2, a moving distance in the designated moving direction is read out from the management table and scrolling operation is executed by changing the display pointer or the cursor pointer.
