PROBLEM TO BE SOLVED: To transfer data for each application with a data length optimum for a physical medium. SOLUTION: An application 1 or 2 inquires an MTU to an MTU reporting means 3 and the MTU reporting means 3 reports the set MTU to that application. The application determines a transmission/reception data size from the MTU and reports it to a UPD 5 or TPC 6. The UPD 5 or TPC 6 obtains the optimum sliding window and maximum segment size from the reported transmission/reception data size while using a transmission/reception buffer optimizing means 4 and reflects them.
