PROBLEM TO BE SOLVED: To provide a mobile communication system that can increase the number of contained subscribers and provide inexpensive communication to the subscribers with a long consecutive speech time with respect to the CDMA mobile communication system. SOLUTION: When base stations 1, 2 configure an area employing plural radio frequencies, different radius for each cell is adopted for each radio frequency. An inner area is used for communication with a radio frequency, corresponding to a smaller radius and an outer area is used for communication with radio frequency corresponding to a larger radius. Then only the radio frequency for the outer area is configured to be in duplicate with cells of surrounding base stations. Then soft hand-off is limited to the radio frequency of the outer area with respect to the surrounding base stations. That is, the hand-off between different radio frequencies in a same base station is realized by hard hand-off, and hand-off among adjacent base stations is realized by soft hand-off.
