PROBLEM TO BE SOLVED: To provide a system of high performance, where abnormality such as time-out does not occur, even in a system where a high load is given to a bus. SOLUTION: In a bus controller 1, only a processing request requiring reselection is extracted from data flowing on a bus 2 and is stored in a storage part 5. A processing part 6 checks the existence of the processing request which is not reselection-processed although time which is set passes in the processing requests which the storage part 5 stores. When it exists, entry into the arbitration of a self-device is delayed. When a reselection processing enters into arbitration, entry into the arbitration of the self-device is inhibited.
