PROBLEM TO BE SOLVED: To stabilize flow of drain in a drain pipe of a feed water heater, by providing a regulating valve at the drain pipe in the vicinity of a drain exit port of a first feed water heater, in a device in which the regulating valve is provided to the drain pipe for flowing out drain from the first feed water heater to a second feed water heater at the low pressure side. SOLUTION: Drain which contains non-condensable gas is stored in a feed water heater 4 which heats feed water by bleeding from a turbine, and the drain is flowed out from the feed water heater 4 to a feed water heater 3 at the low pressure side through drain pipes 8a, 8b, in a steam power plant or a nuclear power plant. A regulating valve 7 is provided to a drain pipe 8a in the vicinity of a drain exit port of the feed water heater 4. Thus, a forcible flash state under reduced pressure is realized by the pressure of the feed water heater 3 which is lower than that of the feed water heater 4, at the downstream of the regulating valve 7. In this way, a high speed saturated two-phase flow can be obtained by a volume expansion, and a stable discharge to the feed water heater 3 can be achieved being accompanied by the non-condensable gas.
