PROBLEM TO BE SOLVED: To detect a scene transition with a transition effect from a moving picture. SOLUTION: A difference arithmetic section 55 in the moving picture scene transition part detector 50 calculates, for each frame, respectively 2nd and 3rd inter-frame differences that respectively represent the degree of difference of characteristics between each frame and each of frames whose display sequence differs from each frame by predetermined 2nd and 3rd inter-frame distances. A characteristic shape detection section 57 after the calculation discriminates whether or not there is a part reaching a specific state to a scene transition part employing a transition effect in a change pattern according to the arranged sequence of the frames having the 2nd and 3rd inter-frame differences in each frame. When this part is detected, a detection result output section provides an output of data that denotes presence of the scene transition part in a moving picture.
