PROBLEM TO BE SOLVED: To provide a rotary agitating device and a drying device capable of performing a uniform and efficient agitation which is suitable for drying and mixing foods or other items. SOLUTION: A plurality of intermediate holders 3 for inserting and supporting each of agitating cylinders 7 are connected and supported between an inner holder 1 for supporting an air blowing cylinder 8 and an outer holder 2 coaxial with the inner holder 1. The outer holder 2 is mounted on the plurality of supporting rollers 5, 6 rotating around a horizontal axis. The outer holder 2 is rotated around the inner holder 1 under rotation of each of the supporting rollers 5, 6 to cause each of the agitating cylinders 7 to be turned at once around the air blowing cylinder 8 and then the items 10 to be dried are dried.
