PROBLEM TO BE SOLVED: To efficiently enable public key authentication at high speed by hashing a string, generating a hash string and transmitting it to a base station. SOLUTION: When a moving device starts register process, it receives a random number(RAND) sequence multi-addressed by a base station and transmits its telephone number (MIN 1) designation, area code (MIN 2) designation and its electric serial number(ESN sequence) together with a hush authentication character string. The hush authentication character string connects the RAND sequence, the ESN sequence MIN 1 designation and shared secret data(SSD)-A sub-field, forms the authentication character string, and is led by transmitting the authentication character string to a jumble process. The hash authentication character string of an output of the jumble process is transmitted to a server base station, together with the ESN sequence.
