The air-circulation heating system has externally closed air circulation with air ducts integrated in insulating panels. A heat-reflecting layer has a vapor barrier on the inside of the insulating panel facing away from the building. A room-ventilation unit (10) is integrated in the insulating panel's ventilating plane. The ventilation system incorporates fans (9), air filters, air de-humidifiers with one or more heat-exchanger elements and control and regulation unit.
