PURPOSE: Aqueous dispersions having a reduced contents of triethylamine, a process for their preparation and their use as a binding agent for paints are described which can be substituted for economically less desirable triethylamine. CONSTITUTION: The dispersions comprise a group of an anionic salt that is neutralized with 0.05 to 5% by weight of N,N-diisopropyl-N-ethylamine and 0 to 1.5% by weight of other tertiary amine based on the weight of the aqueous dispersions. And one-component and two-component paint compositions containing the aqueous dispersions are described. A preferable dispersions are polyacrylate, polyurethane, polyester, polyolefin and(or) polyepoxy resin dispersions, preferably urethane group-containing dispersions, mixed dispersions, and a mixture of dispersions
