PURPOSE: A semiconductor integrated circuit is provided to be capable of being a set variation even after setting a product specification. CONSTITUTION: A semiconductor integrated circuit executes a process according to a predetermined program, and comprises a programmable program region(11) and a programmable product specification set region(12). The program region stores a program, and the product specification set region stores product specification set information for setting a product specification. A non volatile memory(1) has a select circuit for selectively operating the program region and the product specification set region. When the product specification set region in the non volatile memory is selected, the product specification set information as a product specification select signal is directly output from the non volatile memory.
