PROBLEM TO BE SOLVED: To shorten the time required for the treatment of removing foreign matters and remove them without damaging the surface by employing a humidified lubricant comprising oils and fats having a deterging power, a surfac tant, a lubricant and an organic acid thereby dissolving foreign matters sticking to the painted surface to thereby tear it off. SOLUTION: This humidified lubricant preferably comprises an organic acid and a surfactant in an amount of 10-55 wt.% and 5-30 wt.%, respectively. Preferably are used coconut oil as the oil and fat having a deterging power, glycerol as the surfactant, molybdenum as the lubricant, and glycolic acid as the organic acid. In a removing method of foreign matters, the humidified lubricant is applied to the foreign matters sticking to the painted surface, subsequently, a clay-based removing agent is further applied to the foreign matters to which the humidified lubricant adheres, and then foreign matters are removed together with the humidified lubricant and the clay-based removing agent, for example, by rubbing weakly. As the clay-based removing agent, natural glay, rubber clay or synthetic clay can be suitably employed.
