PROBLEM TO BE SOLVED: To provide a refining method of molten steel having little abnormal reaction, by which splash and bumping, etc., are restrained and the wearing of a refractory is little and the stable refining under reduced pressure can be executed when the refining under reduced pressure of the reduction, the deoxidation, etc., is executed after decarburizing and degassing refining. SOLUTION: One piece of immersion tube 13 is dipped into the molten steel 12 in a ladle 11 and the pressure in the immersion tube 13 is reduced, and while blowing inert gas from the bottom part 19 of the ladle 11, the decarburizing and degassing refining of the molten steel 12 is executed. Thereafter, the blowing quantity of the inert gas from the bottom part 19 of the ladle 11 is reduced to weaken the stirring of the molten steel 12, and after adding a metal for reducing oxide into the molten steel 12, successively, the refining under reduced pressure, is executed.
