PROBLEM TO BE SOLVED: To improve properties such as strength of a sleeper while lightening the sleeper, and to enhance ease on manufacture. SOLUTION: In the composite sleeper comprising fiber-reinforced resins 3, in which matrix resins 1 are reinforced by long fibers extended along the longitudinal direction of the matrix resins 1, a plurality of reinforced-fiber bundles 2 are formed of binder resins 4 being formed in a liquefied shape and being easier to be permeated into the reinforced fibers 3 than the matrix resins 1, and the reinforced-fiber bundles 2 are dispersed into the matrix resins 1 before curing and molded and cured. Accordingly, the reinforced resins 3 are bound surely by binder resins 4 even when the viscosity of the matrix resins 1 is high and the matrix resins 1 are difficult to be impregnated into the reinforced fibers 3 on properties, the manufacture of the reinforced fibers 3 is made easier than the reinforced fibers 3 are impregnated forcibly with the matrix resins 1 because the whole bonding power is increased when the matrix resins 1 are spread among the mutual reinforced-fiber bundles 2 having comparatively large diameters, physical properties such as strength are enhanced, and the reinforced- fiber bundles can be lightened at the time of the same strength.
