PROBLEM TO BE SOLVED: To simplify the constitution of a device to make it possible to rationally carry out work in such a construction that water is added to a stratum having low moisture content to uniformize chemical joint operation of a powdery hardener and ground strength. SOLUTION: A powdery hardener is supplied to a nozzle 10 having a rotary shaft 1 rotated by a rotary driving mechanism 11 and penetrated into the ground from the surface side of the earth or pulled out of the ground and stirring wings 9A and 9B provided to the lower end side of the rotary shaft 1 and provided around the stirring wing 9B through the inside of the rotary shaft 1, and the powdery hardener discharged from the nozzle 10 is stirred and mixed with ground soil. In that case, a liquid supply device 3 for introducing water, a dry air supply device 4 for introducing dry air and a powder supply device 5 for introducing the powdery hardener are respectively connected to a common supply pipe line 2 provided to the inside of the rotary shaft 1 through selector valves 6, 7 and 8, and the selector valves are changed over to selectively introduce the liquid, dry air and powdery hardener, and they can be discharged from the nozzle 10.
