PROBLEM TO BE SOLVED: To provide a method and a device for filling a highly consists solution in a soft container capable of effectively preventing air from being left behind, and a highly consistent solution filling container which is capable of effectively preventing air from being left behind, improving the airtightness at a fitting part of a reinforcement part to a lid member, and reducing the volume of a waste after use. SOLUTION: A container body 2 in which at least a body part 10 is formed of a soft film, and an opening part at one end is formed of a rigid reinforcement ring 11, is held in an upright condition with its opening part upside, and a highly consistent solution 4 is poured in the container body 2. Then, the level of the highly consistent solution 4 is elevated by pressing a cylindrical member 10 of the container body, a lid member is inserted in an opening part 13, and the lid member is fixed to the container body 2 in an airtight manner.
