PROBLEM TO BE SOLVED: To prevent sediment from mixing with jet water ejected from a nozzle pipe to a bucket by branching and leading out a leading pipe for separating and discharging sediment separated which is provided with a valve, from a penstock arranged between the vicinity of a penstock bending pipe part of an upstream side from an inlet valve of the penstock and an inlet valve. SOLUTION: In a penstock 7 arranged upstream from an inlet valve 6, a leading pipe 11 for separating and discharging sediment separated which is provided with a valve 10 is branched and led out from the vicinity part of a bending pipe part 7a and a just before part of an inlet valve 6. During operation of a water wheel, high pressure water flows through the penstock 7, the sediment whose specific gravity is larger than water does not flow in a main water flow direction (b) in the bending pipe part 7a, it flows in a direction (a) of the leading pipe 11, and it is accumulated. During stop of the water wheel, the sediment flows to the leading pipe 11. The accumulated sediment is discharged to the outside of the leading pipe 11 by opening the valve 10. It is thus possible to prevent the sediment from mixing with jet water ejected from the nozzle pipe 4 to a bucket 3, and it is also possible to prevent wasteful consumption of a liner 2 caused by the sediment.
