PROBLEM TO BE SOLVED: To provide a road slab being laid on the roadbed of a road easy to be frozen in a cold district and capable of maintaining safe vehicular traffic in the winter season. SOLUTION: Elastic materials 7a, 7b comprising a rubber and a resin are charged into a frame 1 composed of a grating formed in a latticed shape by combining muntins 1a and horizontal muntins 1b in two layers, and the elastic materials 7b in an upper layer can be exchanged. When a car is passed, the elastic materials 7a, 7b are compressed and deformed by the weight of the car and the freezing layer of a surface layer is broken and peeled.
